How to request refund when can't log into my account?

I'm unable to log-in my account. Website keeps Insisting on sending log-in confirmation number to my Inactive old mobile phone number - as can't log into account, can't update mobile number 😞

 

After being ignored 3 times by the seller, as their product doesn't work, trying to request PayPal refund. However, All "Contact us" options require ability to log into account - which I can't Do 😞 So, looking for PayPal email address(es) so can Manually request refund & update mobile phone number for restored account access.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
