How to Encounter Scammer?

Hey recently I'm selling a gaming account and the buyer transfer me through Paypal. After few day, the buyer open a case said item not received. A week after, the case closed because the buyer cant prove anything. 3 days later, buyer open a new case said item received not satisfied. I wanna ask that how to encounter the scammer? Why Paypal allowed to continuous open case? This person is very obvious scamming me!

You need to read up on paypals seller protection policy to see if you are covered for that transaction or not as virtual/digital items require more specific proof.

Buyers can open disputes and if closed they may get the option to open a second one if they contact customer services.

This is my very first time on Paypal. So I'm not familiar with it. So the scammer take this opportunity. But why an unverified account can send money? like that very unfair to seller.

Why do you think he is unverified and how would you know?

It show on the details when goes into resolution center. 
the second case is close, and I'm trying to withdraw my money. 

But at the night, he open another case said I'm agree to refund. 

What the hell. I'm frustrated.
