How do I report a seller who canceled the service before it ends?

I buy service from a seller in telegram.

The service was not as described and the quality was very poor.

As expected, I asked for my money back and request a refund from my PayPal account, but it was rejected by PayPal.

But the seller canceled my 3-month service, I was unable to report it.

I feel like I was scammed and I can't do anything

You bought a service and received a service, unfortunately paypal does not get involved in 'quality' issues, that would be for you to sort out with the merchant but not covered by buyer protection.

If you funded your paypal payment via a credit card then see if they will help you?
