Fraud case - talk to a PayPal human over the phone.

Hello. A couple of weeks ago I was unfortunately scammed by a fraudulent company. They have claimed to have sent a refund of the PayPal transaction, however that refund is still pending. After doing more detailed research online it would appear this company has a history of this, although there aren't many negative reviews of them. I left a negative review on a popular review site, and shortly afterwards I started receiving death threats and identity theft threats from the seller. I've been messaging for ten days with the PayPal chat assistants over this but haven't made any progress. And any dispute claim I create gets rejected almost instantly. Is there a way to talk to PayPal directly on the phone about this? Just to add I have provided PayPal copies of all the conversations between myself and the seller, including the intimidating threats. Unfortunately this doesn't seem to have made any difference. Thanks for any help.

Pending refunds can only happen for two reasons.

1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

Whilst this has kinda told me why I ain't got my money back yet it is really **bleep** practice of the company Thanks,

I don't know of any company that can refund before they have received cleared funds !!
