Ebay fruad, paypal not helping!!

I have attempted to dispute a charge 3 times. It was an unauthorized purchase on ebay. When this purchase was made, ebay IMMEDIATELY flagged it as fraudulent and unauthorized and locked my account. They told me I needed to go through PayPal for a refund. I did as ebay requested, but thus far paypal had NOT been helpful. They keep closing the dispute in favor of the seller!! Im pretty sure the seller is the one who commited the fraud since i never actually received a package despite the tracking showing did. I cannot understand why paypal can't just contact ebay and they will confirm that this charge was fraudulent and unauthorized. What else can I do??

Which dispute did you file?
The correct one would have been non receipt of item?
If you did then have you escalated to a claim?

File an appeal from the email that closed the claim, and submit all the screenshot of ebay saying this.

They can't appeal if they chose the incorrect dispute option to start with or the same things will happen.
This is why I asked those questions to check.
