Does PayPal use any desk for accounts that are restricted to get them on restricted

I have a payment pending and I've never had this issue before so I contacted PayPal customer service at least I think I did and they told me to download any desk and then they could unrestrict my account is this the sound normal or is this a scam

Where did you get the number to contact customer services?

If you googled it then it could well be a scammer as they introduce scam numbers for paypal into google and other search engines.

Paypal advise you to contact them only via the information on their website under help and contact.

If you have a paypal payment pending then it could well be an echeque unless its a refund?
