money refused and not refunded

I paid someone from my PayPal account and it’s successful on my end, then the money was held on the persons account and marked as refused after three days, the account is also restricted for 28 days, how do I get my money back?

If you paid via goods/services and the funds are marked as completed then open a dispute for non receipt of item?

It’s a friend and family payment 

I sent it to my brother 

it’s not a seller

my account is the business one.

paypal blocked him from logging into his account 

held the money for three days and slated it as refused 

the money isn’t in his balance and isn’t refunded to me.

Allow 5-7 business days for it to go back to your funding source and if not contact c.s. for a trace?
