Refund in case of a fraudulent conduct and non supply of purchased item

Hi Guys,
I need your advice as to what should I do in the following case: Yesterday I negotiated a guy for the purchase of 2 NOS audio tubes-we reached an agreement forwhich I'll pay him $90 and he'll ship those tubes to my friend in L.A since I'm not in the States at present.Anyhow,I transferred him the agreed sum and got confirmation from Paypal and him for the transfer.Then he writes me through messenger-"could you do me a favor ?" -I asked him what favor does he want -he wrote please call your friend in L.A and tell him the package will arrive in his place within 3 hours-I was amazed because based on his address he lives in Chicago and the distance is around 1,700miles so no one can deliver it within 3 hours and I confronted him about it and he answered that his son promised to do so. but didn't give me any details about his son's whereabout ! Anyhow, despite strange and bad intuition I decided to comply with his request and just prior to calling my friend in L.A , the seller writes me "wait a minute there is a problem with my paypal account-I can't access it" -it sounded very odd and I wrote him that perhaps he forgot his password, otherwise he should better apply to Paypal . Indeed after around 30 minutes and several reminers he wrote me that since he tried many times to access his account unsuccessfully -his account was restricted for 24 hours and tried in the meantime to extort more money from me followed by my absolute refusal to add any money beyond our agreed sum.We agreed that he'll apply again to Paypal and sort everything with them after 24 hours , a time which are past us and haven't heard a word from him and it seems he blocked me on messenger and I sent him an email , but no response so far.What should I do in order to get my money back ?

Depends how you sent it? Did you use the goods/services option or the friends/family option.

Also what does it say on the transaction in your paypal account?

Did he send you an invoice or money request or did you just send the funds to his email and if you did then did you put on that email in the comments box a full description of the item that you were purchasing?

Hi,
1.I did use goods/services.
2.It said that the money was transferred and the seller also confirmed accepting the money.Only later after he asked me to call my friend in L.A who is supposed to get the delivery and inform him that delivery will arrive in 3 hours, seller,on a sudden, informed me that he can't access his account and made up various excuses and said he got restriction for 24 hours due to multiple wrong access and promised to sort it out after 24 hours,namely around 11 hours ago,but completely vanished and blocked me in messenger.
3.Seller didn't send an invoice-he just gave me his account name,email and full personal details  .
  I gave a full description of the purchased items in the comments box.

Thanks, but all my repeating attempts to open the link you sent me failed and I'm clueless as how to open a dispute process with this seller and I'd be grateful to get your instructions accordingly

copy all the emails an post them in chat to us at bottom right of page to get help

then tell them he is scamming and cannot send any shipping info as they can see

tell them to stop payment

give them a day to try to contact him

then call paypal direct and make sure they have all this info

not shipped ..no tracking num ,,  no emails answered after 2 days ,

now make them escalate then give it 2 days 

they only copy paste but can escalate it for decision.

Thanks,I got a refund. There are many dishonest sellers who try to manipulate buyers into paying then through family and friends and if they fail -they try to extort from buyers more money after they confirm the deal-it's really a shame that such a business conduct is quite popular
