Cancelled dispute after being promised a refund

Seller promised me a refund after i disputed a transaction. I accidentally purchased an additional item in another transaction. One transaction was fine but the other i disputed to cancel. The item was not shipped to me. Money was kept for both purchases. (valkyre Clothing is the business) he is based off in india and said the regulations there make it hard for him to issue refund because paypal was holding his money due to my dispute claim. I cancelled claim and have been communicating with this person kn whatsapp. He has given me 100 promises and never came through. Now he is not replying and its about to be over a year can i do anything? I have a lot of text message proof of all of the false promises and lies he has told me.

You should never cancel a claim, if the sellers funds were on hold they would still be able to refund, that's just an excuse.
Also if you won and the seller did not refund then paypal would do so under their buyer protection policy.
Sadly you closed the claim so now the seller can ignore you knowing you can't open a second dispute for the same transaction.
Advice is voluntary.
