Hello @Omolejoseph,
Welcome to the PayPal Community!
I understand you'd like to learn more about what happens when money is sent to an account that is later restricted, and I'll be happy to help. Depending on the type of restriction, some recipients can process a refund. Your friend can learn how to process a refund on our Help Center here: How do I issue a full or partial refund? If they're unable to process the refund, Customer Support might be able to help, but not always. As long as the account wasn't permanently limited, your friend can likely lift the restriction by providing documents. If they can complete those steps, they'd be able to withdraw or refund.
Another possible option is if the sender initiated the payment as a Goods & Services transaction. In that situation, they could consider opening an Item Not Received Dispute. The recipient could then state that they accept liability and would like to process a refund through the dispute case. If the money was sent as a Friends & Family transaction, that wouldn't be an option, though.
I hope this information helps your friends determine what their best options are. I recommend that the recipient works to resolve the restriction first, but if they can't, they'll hopefully be able to initiate a refund.
