The seller did not send me the goods and does not respond to messages?

Hello!
After payment and confirmation from the seller that the money had been received, the seller did not send me the goods, first postponed the delivery date with an apology and said that he would soon send everything and send the tracking number, then he stopped responding to messages.
The seller never sent me a tracking number.
After I informed him that I would contact PayPal support, he wrote that the goods had been sent to me a long time ago and if I didn’t receive it, he was very sorry, I asked him to prove it and send me the tracking number, after which the seller stopped responding again and didn’t send me the tracking number.

I am sorry to know about your issue. If you did not receive the item, you may open a dispute in the Resolution Center. By opening a dispute, you can communicate directly with the seller to work out a problem with the transaction. If you reach to an agreement with the seller you can close the dispute, make you first receive the refund and then proceed to close the case. If you're not happy with the results, you can escalate the dispute to a claim. Our Concerned team will review and investigate the case and update you with the results. Always keep an eye on the Resolution Center or on email inbox for updates. If you have made a payment using personal payment option regrettably, friend and family payments are not covered with the PayPal Buyer Protection. If you have already filed a case or if you need any help, you may reach out to PayPal Customer Support Team through the available contact options on our website. Support is also available through Facebook by sending PM, Twitter and Instagram on DM.

Mr. Specialist, let me describe the situation:
I made a payment when I didn't have a PayPal account yet, but I have a receipt with my email and data.
After the problem with the seller arose, I registered with PayPal, but my transaction is not shown in the transactions, obviously because I made the payment without being registered. What should I do in this situation?
