I don't have any cards linked to my paypal account at all. HOW CAN I LINK A NEW CARD TO WITHDRAW FUNDS AFTER MY ACCOUNT IS BLOCKED?

I gave you a link that shows all the options to contact customer services in your country.

If they are not working then that is not my problem is it.

If paypal are blocking you then again it is not my problem.

So nothing else anyone can do for you on here.

Hello, I have the exact same problem and can't manage to find any solution. I tried before and it worked just fine, i was able to add a card even when the account was blocked, but on this account it won't let me link a card nor bank. have you managed to somehow solve it and if yes how?

If you have had a permanent account limitation then you are not allowed to use paypal again by opening another account, that could be your problem and you may find the account you have opened will soon be limited as well.
