To ensure PayPal remains a safer place for enabling payments, we regularly review all accounts. Sometimes, limitations may be placed on your PayPal account, which could restrict you from completing certain actions: such as withdrawing, spending, or receiving money. Limitations are in place to help protect all our customers, and in some cases to meet our regulatory obligations. Protecting your account and money is important to us.

 

Account Limitations: What might cause it, and how to help avoid it?

If your PayPal account is limited, you may be unable to withdraw, send or receive money. There are a number of reasons why your account could be limited:

 

Suspicious & unusual activity

  • We suspect someone could be using your account without your knowledge.
  • Your bank alerts us that someone has used your credit/debit card linked to your account without your permission.
  • There are unexpected changes to your selling activities such as a sudden increase in your typical sales volume.

In such cases, we do what it takes to protect you from potential fraud prompted by the unusual activity– through limiting your account, and investigating.

 

You can safeguard your personal information and help protect yourself against fraud through some simple measures.  For example, don’t enter your personal or financial details when describing items for sale or in response to emails, and log out of sites you’ve entered your personal information into.

 

Regulatory reasons or business is not compliant

Your account could be limited for regulatory reasons. For example, India PayPal sellers need to include additional information to be able to accept payments in their account. Also, reaching a certain transaction value in your account may trigger a limit, which can also be removed by providing information required to PayPal.

 

There are also restrictions on what a PayPal account can be used to accept (and make) payments for. For example, PayPal doesn't allow the sale of counterfeit goods or banned items. So, ensure that your business is compliant with PayPal’s Acceptable Use Policy .


Increased buyer issues

An increase of complaints, claims and chargebacks from buyers can lead to account limitations.

 

Following some simple guidelines can help you improve your performance and reduce the likelihood of limitations. Overall, communication is key. You should:

  • Provide detailed product descriptions and photos.
  • Be upfront about policies such as shipping and returns.
  • Ship orders promptly and track shipments.
  • Respond quickly to any messages from buyers.
  • Work to amicably resolve any problems.
  • Ship to the address provided in the transaction details page.
  • Use quality shipping materials to prevent damage.

 

Removing limitations

 If your PayPal account is limited, here’s what happens:

  1. We’ll email you to let you know –  we’ll ask you to log in to your PayPal account and go to the Resolution Centre for details on how to resolve the issue quickly, usually by providing information.
  2. Once you’ve submitted the information required, we’ll review and reply via email.
  3. We’ll remove the limitations once we have verified your account. At times, limitations can be removed by simply changing your security questions and password.

Here are the types of information and documents we may need from you:

- Supplier’s invoice with contact information

This helps us determine the inventory source and validate that you have the items that you’re selling in stock.

 

- Payment information

When an invoice is unavailable, we’ll review the following information about your payments:

  • The item or service that was sold
  • The buyer’s name and shipping address
  • Proof of shipment to verify that an order was delivered

- Shipping or Tracking information

This helps us to verify that customer orders are being fulfilled.

 

- Proof of business
This provides evidence of a valid business registration and business ownership.

 

- Information for India sellers
This is to comply with our India regulatory obligations. Provide a valid PAN, a local bank account and the purpose code in your PayPal account task board.

 

- Proof of address such as bank statement or utility bill, Proof of identity such as passport or driver’s license
This helps us verify your identity when there is unusual account activity or to comply with regulations.

 

Once you’ve submitted your information, look out for any more emails from us as we may need additional details. We’ll do our best to confirm your information and remove the limitation within 2 business days, but sometimes it can take a little longer.

 

Quick Tip: If your PayPal account is limited, don’t open a new account. It could be traced back to the limited account.  It’s always best to resolve the limitation. We will guide you through it and restore full access to your PayPal account as quickly as possible.

You can't use PayPal anymore At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services. Based on this decision, if applicable, you are no longer eligible for PayPal Seller Protection as per our User Agreement. This will apply to all existing and future cases you receive. Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money. How much do you have in your suspended amount?

You need to contact their CS staff first. Be sure to keep them on record, be it voice or email.

Thereafter, you can report it to small claims tribunal or equivalent if the stolen fund is less than a certain amount depending on your country.

Otherwise, the only other way is via litigation, where your lawyer needs to establish the case where PayPal has inequitably forfeited your funds with the fraudulent grounds that they can act for a third party's rights. Even eBay would just refund your money and deny their service to you should you actually violate any ToS for a copyright owner, for example. PayPal has no reasonable right to absorb all your money. 


PayPal has been sued so many times in almost every country that they have engaged numerous law firms anywhere. Chances are the firm you approach may already be conflicted.

After 17 years with 100% ebay feedback, no charge backs , using a business identification number with bank account verified , charge card current and linked to account. I got hit with a reserve limit and NO ONE after 7 customer reps and supposedly  2 of them escalated supervisors, can answer why or even tell me were they concocted the reserve hold amount.  For a $16.00 item i sell they need $756.05 in a reserve IN CASE OF a charge back, Seriously? When I physically call they say how new customers can be hit with this and tell me to read all the issues of what causes this . NONE applies to our account. Been here for 17 years. Still waiting on the email's they were going to send me the next day. 3 times at least and none ever received. Cant close the account because my hold is locked up even though the balance is only 28.00,its been sitting there for over 2 months since I quit accepting payments.  It will be the last 28.00 they ever handle for us. I don't get it. One of the reps said Paypal is not a bank?? Why do i receive adds for business loans from Paypal to my physical address? How can PayPal lock up ones money if they are not a bank?  I used and suggest PayPal for 17 years, NEVER had a issue than a few months ago this pops up and no one can resolve it or even answer it, without resorting to sending me to the list of items that do not relate to this. I heard all the horror story's for years but now believe them.

First off PayPal never claimed to be a bank. Second you are blaming people that are not in charge. You are ignorant. PayPal runs off an algorithm and people program it. The people who help can't change the algorithm. They are given limited information to help. Also, You must have done something to compromise your account. Like myself, I had a fraudulent company steal from me so I sent a request to PayPal to help. The website put limitations on my account and I need to get my card resolved. That's how the website works. It's not the people behind the help desks fault. They have to follow rules. If you read PayPal's articles you would know all of this. I've read everything they have.

I think the word permanent answers your question. It does seem you might be stuck if it's permanent. Mine has been limited for a year now. All because of a fraudulent company stealing from me and the card that is compromised needs approval I don't have, because the card is shut down by my bank. Good luck. Hopefully someone will help you.

Paypal mafia is what they are called, 5 owners stealing innocent peoples money! After 8 perfect years of selling using Paypal as my provider and making them money and being on their VIP list, without notice or reason, they permanently closed my account and banned me from ever using paypal again. I called many times to ask why as this was my livelihood, they wouldn't answer me! I had a good sized balance that I thought would be given back to me after 6 month waiting period only to find they took my whole balance, in my book that is absolutely stealing! I am now in low income living and have lost my business because of their immoral standards. When reading feedback from other customers, they had similar horror stories, so this new kind of mafia has made millions off of innocent, hard working people. 

Paypal, the Bible states that you cannot make money off of other people's misery!

You are not well. PayPal is not ran by 8 owners. It's ran by a lot of people and an algorithm. People are paid to program it and help people. The owners are not the only ones in charge. They have Manager's and other types of workers. PayPal is not a bank doesn't claim to be a bank. It's a place to hold digital currency. There's no government in control of digital currency so PayPal has rights to do as they please. They are not stealing.

Well, I guess i;m lucky after 2.5 months, they found and I copy and paste..

"Because of your consistently good performance, we're removing your account's rolling and minimum payment reserves."

So why the hold in the first place? They shut me out for 2.5 months with NO explanation. The no explanation or to be able to get a hold of someone that doesn't have to read off a cue card is troubling , especially for doing this as a business account. Like i said before I had not one issue in 17 years. I cannot trust them now.
