someone scammed me

i am currently situated in india i use paypal to receive money from my international clients. So on june 24th i got a mail stating your buyer has filed a case and idk whats buyback and all ( i dont sell anything or purchase anything) i ignored it for sometime and then on my paypal app the person texted me that it was wrongly credited to you. After that i went on to check my transaction and the amount was on hold so i thought i should send the person their money back so i released the payment thinking that i will release 140$ and the payment which was on hold i.e. 140$ will be credited to me but as soon as i released the payment my balance turned negative so i will have to pay 140$ to paypal. I have zero history with him he hasnt credited me any amount nor didi i buy anything nor i sold him anything. Please how should i address this?

Welcome to the PayPal Community Forum! 

I appreciate this must be concerning. It sounds like the person who sent you this payment opened up a case. When a case is opened the payment amount will go on hold for the duration of the case until the outcome is decided. However, if you withdrew this payment before the case was opened, you will have a negative balance if this payment goes on hold and if it is refunded.
