I'm a seller and after a dispute with a buyer, PayPal partially refunded him (about 50% of the sum he paid) however, after 4 days of the refund, the remaining sum of the transaction (50%) are still frozen/unavailable!
What do I do?

Welcome to the community and thank you for your post.
I do understand your concern with this. When a dispute is opened, any funds associated with the transaction are placed on hold. If the funds have not yet been released, it would mean the dispute is still open.
If a partial refund has been issued, the remaining funds should be released once the dispute has been closed/the refund has processed. You can check the status of the dispute in your 'Resolution Center'.
