Can't click on anything when resolving limitations

Hi, so after I had completed a commission and received my payment, PayPal said that there were some limitations placed on my account. All it was asking for is a Photo ID, Business Information, Proof of fulfillment and purchase from buyer. However, when I try to upload my information, a menu pops up but I can't click on anything! I tried this on both my phone and laptop but the same thing happens. Even the hyperlinks are unclickable. Plz help
