Why does paypal refuse to deal with fraudulent transactions?

At exactly 1:01am in the morning I noticed a fraudulent transaction on my account for over $200 and immediately reported it as one would do. My case was sent in at 1:12am and exactly 19 mins later I receive an email saying that no fraudulent activity was detected so they won't do **bleep**. Now the case is closed and I cant even reach them. Of course I will be contacting my bank in the morning but do you mean to tell me that it took them 19 mins to determine if the transaction was fraudulent or not? Did they even take time to look through the transaction or is this some **bleep** automated reply that they use to play customers? 19 whole **bleep**  minutes. What happened to protecting your customers? Paypal clearly do not give a flying **bleep** and from the many other posts I have seen here, that statement proves itself over and over again. How can a company be this bad at their job.

If you reported it as 'unauthorised' then paypal normally check your account + subscriptions + IP address of the person making the transaction + normal transaction history.

There are some unauthorised transactions they don't cover eg when you give your password to someone or allow access of your account or answer a spoof email and give away your log in information.
