Why Paypal is holding $1900 for 3 years without any explanation.

3 years ago paypal froze my account for 6 months saying that they will wait if someone tries to do a refund. No one did.
3 years later, I am still unable to withdraw my funds. I can't add a bank account nor a credit/debit card.
How illegal is this?
I called them multiple times and they all have no answer.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.
Paypal also may request further documentation from you before you can withdraw those funds.
If you met the above underlined criteria then if I were you I would seek legal advice?
