Transactions have been delayed, and payments put on hold.

I also just sold to a buyer today, and it says the payment will be on hold for up to 21 days? Is there a reason why my PayPal is not functioning as should? 

I am also unable to remove any expired cards, or current cards. I can't update addresses or anything. Any help appreciated; this is really frustrating.
