Why PayPal charged me more than I payed for online?

I paid to an online-shop - $72.4 which are 245.6 ILS
But I see in the email that sent to me that I'm charged 254.63 ILS
Which are $75
That's the first time this happening to me.
So I want to pay exactly what I paid for in the online-shop not $75.
I'll be glad for some help.
Who should I talk to?
What PayPal's support email?

When you exchange currency at a bank, post office or travel agents when you go on holiday you don't pay the stated 'rate/rate' amount.
They charge more as they are providing you with a service in providing the other currency, so do Paypal.
Advice is voluntary.

Yea my friend, lets say so
But also it's the first time this happened to me, and I buy a lot, I mean a-lot with PayPal.
Of course no one will use PayPal if that what they do! [taking extra charge],
It's like taking $3 more each purchase in that price.
I must call them.
