I would start with the email, getting the email under her control is going to be the fastest way, that will allow you to take control of PayPal easily. I had a situation where a bank account was created in my name with my email address, luckily my email was not compromised but the person who had done the fraud left a trail that I was able to even take over the fake email they created and stop everything while it was happening.
I would also send a message to PayPal to report fraud on the account here https://www.paypal.com/uk/smarthelp/article/visit-the-resolution-centre-to-see-the-next-steps-for-yo... so at least they will be aware of something weird. Make sure she changes all the passwords she has for everything else as well.
