Who files USPS non-delivery?

Buyer paid for a record, I shipped and USPS says they delivered. He says they didn't get it. It was insured. Who files a claim?

I understand that you have shipped the item however, the buyer hasn't received it. The buyer would initiate a dispute from their end about the item not being received. Our concerned team will reach out to you via email\resolution center if any details or information are required to investigate the case further.
