What to do if seller says he sent my package but it never arrives

Hello,

im thinking about buying sth from diyhomever.com.
Im unsure if this page is scam or real but i want to give it a try.
But what happens if i dont recive my package. I know that if the seller can show up a tracking number i wont get my money back.
But what if the seller gives a random number or sent it to another adress? can i still get my money back then? 
Do you think a fake shop would use paypal to pay?

Welcome to the PayPal Community! This is a great question. If you purchase a physical item, and the seller does not ship it to the address you provide in the transaction details, you can open an "Item Not Received" dispute. Here you can read more about our Purchase Protection.
