Hi.  I bought a laptop and on the listing, it showed they follow ebays return rules.

Hidden at the very bottom of listing, it said subject to 10% restocking fee.

Before I returned it, I checked with ebay who said seller can't charge restocking fees any longer.

But when I returned it, the seller did charge me a restocking fee.

I treid to open a Paypal dispute, but got a message "We're sorry, you can't file a case on this type of transaction."

Why did I get that message?

What's my next move?

Do a chargeback if you paid by credit card. Before you do a chargeback though, contact eBay Business page on Facebook about the situation. They might be able to help if seller wasn’t supposed to charge restocking fee.
