UPS Tracking number scam

Hello Paypal Community Buyers. I purchased a $1200 mixer from a eBay seller. I always communicate with buyers after a purchase in this case there was no reply. there was also a long delivery by date listed on the receipt of the auction which was odd too. i began to become suspicious. I reached out to eBay telling them the seller was not communicating to the buyer and did not get any reply from ebay. 3 days later after purchase a UPS tracking number was uploaded to the auction saying the item was delivered 3 hours prior to the upload of the number, yet no package was received. I called UPS and they told me that the item was Sent By Amazon to a another person’s at another address than my own but the city and state listed were the same as mine. I immediately reported this to PayPal as an item not received and provided to them the all the UPS information showing the wrong name and address and even the wrong merchant “Amazon” paypal did not take into consideration any of the uploaded facial information. According to eBay they said the item was delivered not looking at any information I provided. At this point I cannot do anything with eBay because there is no way to contact them, no phone number and the only number tells you to go to the website which tells you nothing and PayPal has closed the case. can anyone help??? Has this happened to anyone else? Are there sellers finding tracking numbers somehow and loading them to your auction and eBay only looks a a tracking number to a city and state? please help!!!

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

I emailed UPS and reported a lost package request saying that a eBay seller is claiming that they shipped me the package providing a tracking number that was uploaded to the auction They told me that the ups tracking number uploaded to my auction was shipped to from Amazon to someone else’s name to a different address but the same city and state same zip and believe it or not almost the same weight (30lbs) The package was not sent before the auction ended the auction won on Saturday shipped Monday and delivered Wednesday The fraud seller gave themselves a long delivery to be able to find a suitable number to use I contacted Amazon on this as well Finally I did not use a credit card but direct account connection this was demanded by PayPal Working that issue out now

It is getting old the lack of Customer Service , With No Phone number you can call, and if you find a number it's just a recording saying.. "Go back on their web site.. If you can't find your answer... Ask in a Forum..... But do not worry.. We are here for you if you can't find your answer. PayPal, eBay, Reverb....How are they there for us, with dam Robots getting you so fed up, they hope you give up and take the lost of  money. Now the shady sellers are all over this and selling fake items, disappearing after they get your money. When these places do reply to a email.. The never answer the question at all, and if you don't reply back in 24 hours, they close the claim.. Then say don't worry, you can always open a new one. Oh not anymore, it's in your user agreement that changes every other day now.. Keeping you all the more angry.. I have used PayPal for over 20+ years. For millions of dollars for my business. They took away anything I earned over the years, and PayPal made unreal money in a short time. I told thousands of customers how great PP was. Good sellers built that company. Now it's all rigged. PayPal are stealing at will... I just had a package say delivered by UPS, shipped thru PayPal.. UPS tells me, they can't go look for it, as said was delivered.. It was not. PayPal says give it some time. Well 10 days.. after the tracking said delivered. Can't talk to a human. It's all [removed]!
