Does tracking show the item as delivered or not?
If the answer is not then click on the transaction in your paypal account and using the report a problem link at the bottom of that details page start a dispute for non receipt of item. Don't forget to escalate to a claim when you get that option and read all information sent you.
If tracking does show item as delivered then post back for more advice.
