Tried to get a refund from a seller but PayPal denied. Tried to get a a reason and extended help on that issue ended in getting solution suggested which do not help, did emails with the ask to call a phone number to discuss which do not work and finally a even less serious email with „ if you do have additional questions let us know“. Which i already did.
Papypal is support seams to be useless.
Service? Does not exist.
and their promises of refund handling seem not very serious as well. Each tiny bank is doing better.

I appreciate this must be concerning.
As advised by @kernowlass, it is hard to give you information as I am not sure of the details of the case of the transaction.
First of all, I would ask you please check if you sent the transaction as 'Goods & Services' or 'Family & Friends'.
If you paid using the Family & Friends option, there is no Buyer Protection applied to payments sent using the Family/Friends payment option. This is a gift payment and is not to be used for the purchase of items or services, including digital content. I'm afraid, if you chose this payment option we would be unable to assist in obtaining a refund, and you will need to work with the seller directly.
This may be why your case was denied.
