Someone transfer to me that I don't know. Now Paypal charge $15 from me. HELP

Hi guys,

so someone transfer $209 USD on May 11. I don't know who he is, so I report to Paypal for help on May 17 as "Unauthorized transaction". Paypal just ignored my request  and put my account into permanently limited. Today on June 15, someone issue refund and paypal charge $15 USD. 

My questions is, what can I do to get this $15 USD back? 

I will close my paypal account immediately, just because paypal is terrible....

I am sorry to know about unrecognized transactions and the account has been permanently limited. Handling limitations can be quite concerning. I recognize the importance of getting this taken care of. A permanent limitation usually blocks the ability to take any action on your account. Before a permanent limitation is placed, many factors are reviewed. For this reason, the decision cannot typically be reversed. However, you can request a second review and to discuss about the disbursement of the refund and to know about the unauthorized changes case, you will need to contact Customer Support by clicking 'Contact' at the bottom of any PayPal page. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to Facebook.
