Sellers account has been locked

So I purchased a nintendo switch through facebook marketplace, the seller requested to be paid via paypal, I sent the money using the goods and services option (because that's what it is, and I'm buying it from a random on the internet so obviously want some protection). Got a message from the seller basically saying that because they don't normally sell items they've been locked out of their account for 3 days and they won't send the item until they have the money. This would be fine if they could give me a refund, I'd rather they send the money back and then just meet and pay in person than risk losing my money forever without seeing the item. I've basically had to raise a dispute and am being told that paypal is waiting for the seller to respond, but can they even respond if they don't have access to their account? I just want this resolved quickly as it was supposed to be a christmas gift and I can't even go and purchase one elsewhere without at least knowing I'm getting my money back?

Have you escalated the dispute to a claim?

If not do so when you get that option and then the seller will have to respond with a tracking number (if you opened a dispute for non receipt of item).
