If an image of an item being sold is different than the item received (qty in image shows 2 of item, only received 1) and the 1 item recevied was damaged how much of the sale price, tax, and shipping should the seller be responsible for reimbursing?

All you can do is open a dispute for item not as described and if paypal find in your favour then they will normally tell you to return what you received trackable to prove delivery back to the seller before you get a refund.
Advice is voluntary.
