Seller fraud & UPS tracking fraud

I purchased a handbag for £700 on Depop & paid via PayPal goods & services, I did become suspicious of this seller fairly quickly. They attached false UPS tracking details to the PayPal transaction in order for the payment to be released to them as it shows as delivered. I confronted the seller via Depop messages about the tracking details & they came up with an excuse saying they were meant to be for someone else from the same area etc. I opened up a claim which the seller didn’t respond to for a week then apparently they provided a UPS shipping label showing my name & address with this tracking number on (completely fraudulent & illegal). Due to these fake documents my PayPal claim was refused as it showed as delivered to my address which is completely wrong. The tracking details showed as delivered to a reception & to a completely different name to me. I have contacted UPS directly & explained the situation & they’ve given me the address which it was sent too & it’s a business address which explains why the tracking shows as delivered to a reception & to a different name. They’ve emailed me this information which I’ve attached to my appeal. I’m worried as I was told I’d hear back from my appeal within 24-72 hours & it’s now been over that time & I still haven’t heard anything. I thought that once I had proof from the shipping company then I’d automatically receive my refund. I have also reported this seller to action fraud & sent a report to the fraud department at UPS. Has anyone else been in a similar situation to this? So much for buyer protection aye 😞

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Thank you for your message. It wasn’t showing as shipped before I purchased it, I purchased on Sunday 7th Feb & they shipped on Monday 8th Feb (even though they said on message they only ship on Wednesdays). I’ve spoken with PayPal & filed an appeal but they said the buyer has provided a valid shipping document which is 100000% an illegal/false document. I have an email from UPS telling me the address where the tracking details belong to so I guess it’s just a waiting game to see if they approve my appeal. I will fight this to the end though, there’s no way I’m being scammed out of £700. I paid via PayPal credit so unable to file a chargeback. Thank you,

Ignore what the scammer says. Look at what Paypal is telling you. The tracking number for your package is shown on Paypal's site. Look up the shipping info on (I presume) the UPS web site. What date does UPS say they picked up the package?  Package weight? Then go from there if the shipment was made BEFORE the order date. And so on for any other information that look strange for your alleged shipment.

This happens frequently, but less so (from what I have seen posted) recently.

 

Have an online chat with Paypal via their message portal. Provide the info there and see what happens.

 

Log into Paypal, then My Paypal--and down to Contact Us.

Click on Message (to send an online message) and put all your into there (fraudulent shipment, not sent to you, sent to real delivery address, etc). When done, do NOT close or end message. Those will end the message and you can't get/see their response. Just hit <enter> and let it go. Give it 12-24 hours and then go back to the same point to see if anyone responded. If they did, read it and respond accordingly. Again, do NOT close or end message. And then repeat the waiting 12-24 hrs. I did this 2-4 times with various orders with fraudulent delivery claims during 2021.

Do you know if I’m likely to win my appeal now I’ve been able to provide written proof from UPS via email to the address where the tracking details belong to? Also, is anyone aware how long appeals usually take as I was told that I should hear back within 24-72 hours but it’s past that now? Thank you,
