Both links working fine when I clicked on them.

I also checked with a friend internationally and she accessed them fine so yes paypal is interested in phishing and provides the links with full information.

Try clearing your cache/cookies or try another browser or device?

Dodgy email sent to phishing@paypal.com as per instructions and deleted.
