Check your PayPal account to see if the request/invoice is on your activity page. If you see one, then you can forward the email to the email address to report phishing emails found here:
How do I report potential fraud, spoof or unauthorized transactions to PayPal?
With a note saying that this request/invoice is randomly sent to you and a scam because you never ordered such services and to please delete/remove from your account.
If it’s only an email, just forward the email without the note.

Sounds like a scam money request or invoice.
Scammers harvest email addresses and send out those requests hoping some email addresses are linked to paypal accounts and the unsuspecting recipient 'may' pay them not realising they are scams.
If there is a cancel option then cancel it, if not ignore it and hopefully it should time out at some point.
Advice is voluntary.
