Sent money to wrong person now there ignoring my messages I’m sending them how can I get my money back from them

Depends how you sent it, if you used the friends/family option then you can't force them to refund so your options would be to ask customer services to reach out and ask the receiver for you but again they can't force them to do so if it was a gift payment. 

If that fails then try a chargeback via your credit card issuer ''if'' you funded your paypal payment that way, but again as a gift payment they may decline.

 

However if you sent it using the goods/services option then file a dispute for non receipt of item and as that person has nothing to send you then once escalated to a claim you should get a refund. If not then again you have the c.c. chargeback option OR the small claims court.

After encountering my second issue with PayPal not complying with their own policies and guidelines, yet feeling necessary to penalize the customers instead, I have started reaching out to a few consumer protections attorneys to see about iniating a class action suit. Over a year ago, 19 months to be exact, I initiated a transaction on ebay to purchase a used cell phone which I was intending to use for a few parts to repair my existing phone. Less than 24 hours after paying trough PayPal, I received an email that the transaction had been canceled as they were receiving information which made them question the validity of the seller as they suspected fraud. I have never received such refund. Countless attempts to recover the funds have been unsuccessful as paypal "has no record of the transaction", yet I have emails of the purchase receipt, bank statements showing the funds withdrawal, and even the email of the order being canceled. Nothing! Nothing at all has helped them locate the order so that I could recoup those funds. Well, while on Amazon, I saw a listing for a tankless water heater which I had been looking to purchase to bathe the dogs outside and not have ice cold water only. Placed the order and payment went through PayPal, to which I became puzzled. I was not aware Amazon transactions could be processed through PayPal. Well, it has been three weeks and the tracking information for the item is through YunExpress, and their site states that tracking information had been provided, but they have not received the package. Package details also have dimensions of 15cm x 15cm x 3cm and a weight of 0.01kg. Working with metric weights on a daily basis, I know the conversion of weight in Lbs ÷ 2.2 = kgs...the item can in no way whatsoever fit into said package as the item weighs 5.6lbs and has dimensions of 8.2in x 4.8in x 6.01in. The item was to arrive last week, not going to happen, clearly. Getting a huge run around to get the transaction refunding now. Had to request four times to have an official ticket issued so that it could be investigated. I am done with PayPal now officially and refuse to allow them to enable scammers to use me any longer. That is basically what they are doing, they are helping the criminals but not enacting to prevent other people from getting scammed when they have been informed of a scammer, but they make to effort to follow their buyer protection policies to refund the buyers. Is PayPal collecting the funds back from the scammers and not passing it back to the buyer? If so, PayPal is acting as a terteriary party defrauding consumers and should be penalized for doing so!
