I have an app on ny phone called JustPlay, it claims to let you cash out your balance every day, but in order to get paid daily via paypal it asks me for my paypal , my full name, and my address. Is that normal/safe?

They only need your PayPal email address to pay out, anything else would be normal to have in general. Even Starbucks app asks for name and address separately from payment method. You just got to be sure this app is reputable.

So that means they cant use my address and full name alone to recover my account or anything crazy likethat right?
