A friend of mine from another country asked me to accept a payment from a third party because as they said “Their PayPal wasn’t working.” The friend asked me this out the blue, and asked that after I received the payment, send them the money through Western Union. I’m not sure whether this is a new-fangled scam or something to not worry about.

Don’t do it. It’s a scam.
Once you send over the funds, you’ll get a credit card chargeback or a PayPal dispute.
This scam is not new-fangled. It’s been around.
Perhaps this so-called friend is not so much a “friend” or their email or social media account got hacked to contact you to scam.
