Paypal rejected my claim, can I dispute the decision?

I filed a claim with Paypal in November, the seller we bought from on ebay sent the wrong size shoes. When we asked for the right size we kept gettingt the run around. Firstly telling us we can keep those shoes and purchase again but no refund. After we refused, a small refund was offered and we were again told to purchase again. Each time we refused, the offer got a little bit better but never offered a full refund. They then finally agreed to send the correct size, when I asked for tracking for the new shoes, they sent me the tracking number for the original shoes they sent. When I questioned them about it, they started with the exact same answers which were given originally when I contacted them. It was like speaking to a robot.
I eventually filed a dispute with Paypal to recover our funds but it has been rejected because apparently I didn't supply the tracking number which they say they requested. I never saw a request for that at all. What to do from here? Now we are stuck with 2 pairs of shoes which aren't the size we ordered and are out of pocket. Thanks.
