If its showing as completed then it has successfully transferred to the email address OR the mobile number of a verified paypal account.
So you can reach out to the recipient and request a refund, offering to accept a part refund if the payment was sent using goods/services so that the recipient is not left paying any fee.
If they don't respond then...........
1. If you paid via friends/family not a lot you can do about it but if you funded your paypal payment via a credit card you could reach out to them for help but they may refuse for the same reason ie it was a gift payment.
2. Open a dispute for non receipt of item > if no refund then escalate to a claim and as that person has nothing to send you then you should get a refund under buyer protection if the recipient does not refund. Again if that does not work or you have already opened another dispute type and lost then you could try the credit card option.
