PAYPAL DOES NOT BACK ITS CUSTOMERS. IT STANDS WITH THE SCAMMERS FIRST!!! ASK ME HOW I KNOW?

Usually when you hear of a sale that is to good to be true, it usually is but if you have PayPal, you are backed right?? WRONG!!! So this Kyle [removed] fraud is selling Redwing work boots as a going out of business 70% off sale. So I need work boots so I give it a try. The package never arrives at my house but the Tracking # associated with package says "Left in lobby of Post office" so it did not come to my house but ok, I'll go to the Post office and pick it up. I go to the PO and give them the Tracking # and they say "That's not here" and I say "Yes, its been left in the PO lobby at PO" they go get the manager and the manager says that this Package with this Tracking # provided by Kyle [removed] has been delivered to [removed] Baltimore Md. I DO NOT LIVE THERE. I LIVE ON [removed] ST A FEW MILES AWAY. So the manager says we have a picture that it was left there. I say, is it a box and she says "Yes" I say "does the box look big enough to hold a pair of size 11 work boots"? and she responds "NO" I go to [removed] and they have 3700 suite 100, 200 and 400 and nobody has any knowledge of a package like that. So I put a dispute into PAYPAL and they come back saying the dispute has been resolved in my favor and closed!!! NO REFUND AND GET THIS, PAYPAL SAYS THE PACKAGE WAS DELIVERED SO DISPUTE OVER. HOW COULD THIS BE OVER IF I DID NOT RECEIVE THE PACKAGE AND DID NOT RECEIVE A REFUND?? THE WINNER IS THE SCAMMER KYLE GILMORE. AND I STILL HAVE TO MAKE PAYMENTS TO THIS CROOK. PAYPAL GOT IT WRONG AND YOU ARE JUST AS GUILTY AS THE CROOK SCAMMING THE SYSTEM.

Paypals customers are buyers AND sellers, so no they don't back you, they don't back anyone.
What they do is give you 'some' buyer and 'some' seller protection so its up to all of us to risk assess our own transactions.
Disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.
Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.
Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?
