Not getting promised refund

I have a dispute with a vendor who was supposed to send a refund but hasn't. We email back and forth, they've said twice that i shoud have my refund in 5-7 days. That started in March. Still no refund. The resolution center doesnt have an option for this. I think they are trying to run out my time. Any suggestions?

Paypal covers you for non receipt of item or item received but not as described, so which was it?
