No Option To Escalate Dispute To Claim

Hi,
I waited for this day because i was told below the dispute that i can begin to escalate the dispute to a claim on the 12th July, however, there is no option/button to ''escalate to claim''.
I have till the 20th before the case closes and i really dont want to lose my money. I have contacted the paypal chat support and waiting for someone to reply.
Is there anything else i could try to get the escalate to claim option.

If still no escalate option after today then contact customer services and ask them to escalate for you?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
