My case was closed without a resolution. How do I appeal or reopen the case?

I payed for a game and never got the download link.
I opened a case but the seller never responded.
I was told I have to escalate until the 5th. Today (the 5th) I discovered that the case was already closed.
I did not get the game I payed for and I was not reimbursed. I was going to escalate but now I can't.
How can I solve this issue?

You have up to the 5th to escalate, you didn't, so when it was the 5th the dispute timed out unfortunately.
If you funded your paypal payment via a card then see if your card issuer will chargeback for you?
