Welcome to the PayPal Community Forum! I can understand receiving funds through PayPal can be a bit confusing. I'd be happy to get you pointed in the right direction. PayPal's Sandbox is strictly for testing your website code and troubleshooting. With that in mind, you can't receive actual transactions through the Sandbox. Here's a bit more on PayPal sandbox testing.
If this was a transaction where someone told you to expect funds through the PayPal Sandbox, I would check the following Help Center article for help on spotting fake, fraudulent, or phishing PayPal email or website.
