Is it possible to reopen a closed dispute?

Hello,
I am having issues with a transaction that I made back in January. I had never received any confirmation of purchase and when I went back to the site, all I could see was my order on hold. I had made contact with another vendor who passed my information on to the main company and I finally got an answer. In the meantime I had opened a dispute here on Paypal. The vendor then contacted me and apologized for the delay and also offered a discount on the purchase. This all happened in late February. I closed the case on his request since he said that he would be receiving my order. Having done this, I have asked for updates on shipping and even called with no response. Now I am trying to re open the case and it's almost like jumping through hoops. What would be the next course of action?

Since you yourself closed the case, it can’t be reopened. Always make sure you are satisfied with item or refund before closing dispute. Try a credit card chargeback if you paid with credit card.

Well, I didn't use a credit card on this purchase. I need to explore other options 🙄
