I'm having a dispute issue but want to speak to someone from the US

So I need some help and I'm running out of options.

 

About two weeks ago I sent money to a friend; I believe I tried an 'instant transfer' and for whatever reason I did not see a record of it, nor did my friend see it or the money.  So I tried a second time about two hours later and the second transaction went through.  The bank recognized two transactions, but PayPal for whatever reason recognized one.  I have no idea where the money to the first transaction went, but right now I'm out the money I sent the first time.

 

I reached out to Customer Service and they're in Asia.  They don't speak English as a first language, and they put in a dispute on the WRONG transaction - the one that went to my friend.  The dispute should be about the first transaction that PayPal doesn't recognize but my bank does.  I even have a Transaction Reference Number (an identifier) about the transaction.  Instead, they negate the amount of money on my friend's end, send it back to my bank, and charge my friend $15.  He did nothing to deserve that charge.

 

I reach out to Customer Service again.  They representative I can barely hear and again, doesn't speak English as a first language so there's miscommunication.  I asked to speak with their manager and they said they'd call back in an hour.  Its now been three hours. 

 

Is there any way to speak with someone in the US with regards to this dispute, so that I can work through the errors that PayPal has made?
