How do I get buyers protection on my account?

My seller sent me an invoice and informed me I do not have seller's protection on my account therefore they have to refund the money. How do I get seller's/buyer protection on my account? I thought this would be automatic but I guess not.

Everyone has buyer and seller protection but its not a 100% coverall so best to read up on it in Paypals user agreement so you can risk assess your transactions.
