How do I actually get a refund now?

Hi, I have had an issue with an ebay seller, who claimed to be in Australia (but very much appears to be in China), and has claimed to have sent the purchased item twice but appears to be lying, no item has been received. The order was placed 2nd October.
I left negative feedback after multiple conversations with the ebayer and then requested a refund. The ebayer agreed to the refund, but then later tried to use it to blackmail me into changing my feedback to positive.
The ebay help system simply does not work, I have been getting the same message for days "Sorry, our system is temporarily unavailable. Please try again later or you can try to resolve the issue by contacting the seller."
The paypal system is just going around in circles (I have tried multiple ways) and not allowing me to file a claim (this used to work!), the bot will not even find the claim, even when I start by reporting the claim, or use the date, or the amount, or the ID.
Neither ebay, or paypal serve a purpose if I no longer have protection from dodgy sellers. I have already repurchased the item form another seller.
Any help would be appreciated
