Help me, I've been scammed and Paypal support the scammers

There's a company which sells expensive clothes online, and ships cheap shirts instead in hope the customer will not be bothered opening a support ticket and fight for refund.

Incase the customer does, the company offers only half refund.

I've opened a claim for a refund, but Paypal wants me to ship the garbage back to the scammer in China, and only then I will be refunded.

That's illegal! the scammer should pay for the international shipping costs, not me. By doing this Paypal encourages the scammers.

In the resolution center I only have an option to upload the shipping details which ofc I'm not going to pay for. The scammers are welcome to arrive to Israel and take their garbage back, or pay for shipping it back. Buy Paypal won't give me any other option, I can't even write to them I'm not agreeing to this "solution".

What can I do?

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.

Paypal state this in their legal user agreement  >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

 

If you buy from within your own country you often can pursue the seller for return shipping costs in a small claims court if you have that option in your country, however if you buy internationally you won't have that option.
