Help Comissioned money lost through $200 upgrade email

I'm an artist from the UK, I have a client from the US that commissioned me for a portrait and they sent me the payment through Paypal ($600). Apparently an account has a limit and needs to be expanded to a business account as per the email, the clients sent another $200to confirm the transaction or something then I am to refund it back to them for me to be credited the amount originally sent to me. I wanna know if this is normal or something? The email from my spam . I forwarded the to a real paypal email and wait for a reply. Will be able to get the $600 into my PayPal and will the client be able to get their $200 back?

I understand that you received an email advising your account is limited and needs to be upgraded, and there are potential fees involved. I'm sorry for the concern this has caused; I know I would feel the same way. Unfortunately, we're starting to see this situation more often, and it is a scam. Neither you nor the buyer would have to pay to upgrade an account or remove a limitation. You can learn more about common scams on our Help Center here: What are common scams and how do I spot them? Thanks for the advice. Please help me as soon as possible, they wanted their $200 back and want to know what happened to the money I was meant to receive.
