Based on what you've said, it sounds like you may have an active recurring payment/subscription on your account. You can manage these here.
When a PayPal account has been compromised, it's because somebody got hold of the account password through a third party. If this is the case, you may want to report this through your Resolution Center. You can read more on this through this Help Center Article.
